This report gives a requirement specification for reliability analysis in meshed power networks. The specification aims at providing software vendors with the methods and means to implement reliability analysis in meshed power networks. The methodology considers reliability of supply for the delivery points in the network as a basis for medium and long-term power system planning on the regional and national level.

The requirements specified in this report are specified in terms of use cases which specify the behaviour of a system (software) through a description of a set of sequences of actions. The use cases are defined in accordance with the main steps of the reliability analysis: Definition of analysis, generation of contingency lists, consequence analysis, calculation of reliability indices, calculation of time-dependent correlation and presentation of results.

The reliability analysis methodology allows for calculation of reliability indices for the delivery points in the network and the system as a whole, including contribution from protection and control systems and time-dependent variation in loads, fault rates, outage times and interruption costs as well as correlation between them.

The reliability indices to be presented are annual number of interruptions, annual interruption duration, average interruption duration, annual interrupted power, annual energy not supplied and annual interruption costs.
